Agricultural information in Ghana

Project purpose

The goal of this project is to stimulate the development of the horticulture sector in Ghana by contributing to the availability of agricultural information, specifically on the horticulture sector.
Therefore the need for agricultural information among different stakeholders in Ghana will be assessed and recommendations on the agricultural information system will be developed and priorities, scope and first steps for future activities on data collection will be discussed.

  • Stakeholders in Ghana informed about the principles, and pros and cons of different agricultural statistics.
  • Need assessment for agricultural information of different stakeholders in Ghana and brief assessment of existing agricultural data collection and use.
  • Recommendations for set up of the Agricultural information system (basic outline on what data could be collected, how this could be collected and how will this could be analyzed and used).
  • Recommendations on priorities, scope for future actions, financing, first steps in Ghana and possible Dutch support through CEI.

Implementation phase

Project activities
The activities will consist of a short preparatory phase(long distance), a mission to Ghana and a reporting phase after the mission.
 A short description of each of these phases will be provided below:

1. Preparation phase
In consultation with the embassy, SRID and Ghanaveg important stakeholders will be defined and a programme will be developed. SRID will make the appointments with the public parties and GhanaVeg with the private parties.

CEI will prepare of a presentation to inform SRID (and in a later stage stakeholders) about different systems of agricultural information (see phase 2). SRID will prepare a presentation about the current agricultural data collection.

2. Capacity building
Capacity building on role of agricultural information (experiences from Europe and other countries)

CEI will share information about the different systems of agricultural information in Europe, their use and limitations, the type of data collection required and the value of this information to the different stakeholders. By discussing working together on the needs analysis and discussing the best options for Ghana (in the Synthesis phase), capacity at the core team in Ghana (consisting for SRID,…) will be strengthened.

3. Analysis of needs for agricultural information
Relevant stakeholders will be interviewed and their need for agricultural information, and, if applicable, their budget available for obtaining such information will be discussed. If possible, specific policy issues or decisions to be made will be identified and the role of information will be analysed. Also it will be investigated what information is already collected, how is this information used and how is this evaluated.

4. Synthesis
Given the information needs in Ghana and the different agricultural information systems a synthesis will be made which elements would be most useful in Ghana. Priorities will be described and suggestions for the scope will be given. Specific attention will also be paid to the best way of financing the agricultural information system. Also possible Dutch (capacity building) support will be discussed.

The set up of the mission will be further detailed in the preparation phase. The basic outline will be as follows:

At the start of the week a presentation about and discussion on the different options to be considered in agricultural systems with a core team (from SRID, any other relevant parties suggested by SRID, and CEI)  in Ghana and a presentation from SRID about the current data collection. Followed by several days of stakeholder interviews by the CEI experts and the core team. At the end of the week the CEI experts and core team could present their preliminary findings and recommendations to the larger audience of stakeholders. In the weeks after the mission the final recommendations could be completed incorporating the feedback received from the stakeholders.
