Carriage and Storage for IMDG Cargo for Turkish Ports

Project purpose

The improvement of institutional capacity of the Maritime Administration to implement EU acquis on packaging, handling and transport of IMDG cargo in Turkey.

 

Project result

  • Draft an analysis report which will identify the best method for categorising of Turkish ports and monitoring cargo in Turkish ports that are handling dangerous cargo. The report shall include instruction and check list for the dangerous cargo handling ports, also requirements of ports for the IMDG Code and IMDG cargo.
  • Mid / Long term action plan on carriage and storage of IMDG Cargo in Turkey.
  •   The clarification and implementation of standards of packaging for IMDG cargo.

Project activities

  • An inception mission during which the Turkish and Netherlands parties agree on the project's activities, planning.
  • A training programme on EU acquis on specialization of ports for handling and transport of IMDG cargo and IMDG Code requirements (subjects proposed: development of the IMDG (framework) code, it's layout, classification of dangerous goods, identification of dangerous goods, marking, labelling, placarding, limited and excepted quantities, packing of dangerous goods, portable tanks, IBC's Road Tank Vehicles and Multiple-Element Gas containers (MEGC's), tank provisions, consignment procedures, emergency response procedures for ships carrying dangerous goods, stowage and segregation, use and transport of cargo transport units (CTU's), transport operations)
  • Training of trainer programme and preparation of a curriculum for shore-based personnel and seamen (HAZMAT certification) on handling and transport of IMDG cargo.
  • Assessment reports on the situation of major ports and facilities (pilot ports and facilities could be selected) which are handling and storing IMDG cargo. The reports shall provide detailed information on organisation of cargo, technical and institutional difficulties in implementation of IMDG code and surveying packages (including IMDG cargo; CTUs, IBCs, etc.) according to IMDG Code.
  • A needs and gap analysis;
  • A stakeholder analysis;
  • A closing seminar.

 

Further activities of the project can consist of:

  • working visits to The Netherlands;
  • working visits by Dutch expert(s);
  • bi- or multilateral working group(s);
  • seminars or conferences;
  • trainings;
  • analyses/advice;

 

A combination of the above-mentioned activities.
