China-Netherlands Policy and Technology Exchange for sustainable Livestock and Poultry Breeding, and Nutrient Management

 

Project results

  • Insight in the current environmental impact of current Chinese and Dutch livestock production practices;
  • Technical and regulatory options for making livestock production more sustainable, looking at the housing systems, and manure management in both China and the Netherlands;
  • Recommendations on the development of 'Regulations on Livestock and Poultry Breeding Pollution Prevention and Control';
  • An analysis, produced by Wageningen University and Research Centre, calculating the possible implications of technical and regulatory measures.

Project activities

The project will start with an exploratory visit to China. During this visit, presentations about the Chinese and the Dutch situation will be exchanged and the possibilities of cooperation will be further explored. The activities below are based on the activities suggested by MEP and reflect the Netherlands interpretation. The final activity plan will be developed by the Chinese and Dutch stakeholders during the first meeting in Beijing.

 

A new aspect suggested by the Netherlands is to have Wageningen University and Research Centre make an analysis, calculating the possible implications of technical and regulatory measures to provide a sound basis for the discussion and the recommendations.

Furthermore, MEP suggested to organise trainings on enforcement and technology exchange. Without a doubt these are important subjects to incorporate in the cooperation project, but Netherlands team would like to further discuss the best way of including these subjects.

 

 

1. Survey of current situation in China, including field visit
March 2012, four day visit to China.

Two day meeting with about 30 participants, including the officers and four related technical experts from the Ministry of Environmental Protection and Ministry of Agriculture in the Netherlands, managers from the Ministry of Environmental Protection and partial provinces/cities/counties and the technical experts from China.

Information exchange meeting

  • Overall conditions and features of the livestock and poultry breeding industry in China;
  • Environmental management situation, development trend and key requirements of the livestock and poultry breeding industry in China, regional differences included;
  • Pollution prevention and control technology situation of the livestock and poultry breeding industry in China;
  • Basic conditions of “Regulations on Livestock and Poultry Breeding Pollution Prevention and Control”;
  • Overall presentation of livestock production in the Netherlands;
  • Overall presentation of the Dutch approach on nutrient management, manure application and prevention of emissions (NH3, particulate matter, odour) from animal housing;
  • Presentation of an integrated view of the animal production chain in the Netherlands and options for promoting sustainability;
  • Discuss and identify the subject and scheme for further exchange and cooperation between two parties.


Field visit
Three day visit to the livestock and poultry breeding enterprises (pig, chicken, (duck), cattle  enterprises) and familiarization with the development and management situation of this industry.

2. Survey of the current situation in the Netherlands, including field visit
June 2012, The Hague, four day visit to the Netherlands

Survey in Netherlands by 10 Chinese experts for familiarization with the development and management situations of the livestock breeding industry in Netherlands and learn and train for the management and technical requirements in China.
 


Information exchange meeting
Information and presentations will be tailored to the needs of the Chinese delegation:

  • Overall conditions and features of the livestock and poultry production industry in the Netherlands;
  • Environmental management situation, development trend and key requirements of the livestock and poultry breeding industry in the Netherlands;
  • Pollution prevention and control technology situation of the livestock and poultry industry in the Netherlands;
  • Basic conditions of “Regulations on Livestock and Poultry Breeding Pollution Prevention and Control”;
  • Based on knowledge exchange with the Chinese counterparts a first attempt at an integrated view of the animal production chain in China and options for promoting sustainability will be produced by Wageningen Agricultural University,
  • Discuss and identify the subject and scheme for further exchange and cooperation between two parties.


Field visit
Two day visit to the livestock and poultry breeding enterprises (chicken, cattle and pig enterprises) and familiarization with the development and management situation of this industry.

3. Discussion on perfection of “Regulations on Livestock and Poultry Breeding Pollution Prevention and Control”, summary and further cooperation exchange
October 2012, Beijing, discussion with the China party, with the related personnel (depending on the problems and their nature) from the Netherlands on the problems in regulation preparation and perfection) and hear the suggestions from the Netherlands, based on Dutch analyses of possibilities for optimization of Chinese livestock breeding development.

Summarize the early cooperation progress and achievements, discuss and identify the further cooperation suggestions and submit them to the coordinator meeting for reference.

 

4. Additional activity to be discussed during the first meeting

These activities could include an additional expert meeting, seminar or training on subjects such as enforcement and technology exchange. Also the research activities of Wageningen University and research centre could be extended.
