Project purpose

Improve the exchange of spatial information between Slovakian organizations by performing a quick scan and prepare a business case and an initial plan

 

Project results

1.  A business case, containing global estimated costs, benefits and risks of the exchange of Spatial

     Data  between Slovakian Government Organizations;

2.  A strategic plan for the exchange of Spatial Data between Slovakian Organizations;

3.  Intensified and improved relationships with key players on the Slovak side;

4.  A draft plan to exchange knowledge between Slovak and Dutch counterparts (esp. related to

     flood management, data  and underground infrastructure).

Project activities

During missions, information will be gathered and the results and recommendations will be worked out together with SME, SEA, SHMI and others, to be determined during the inception mission.  

 

Before and after each mission, preparation and submitted activities will be carried out. The main activities will be carried out by DLG and KYL; Deltares and Arcadis will be involved in this project, mostly for review and advice. Therefore, this project can also provide additional benefits to the ongoing project.  For the incoming field trip also other organisations will be involved such as Geodan, Kadaster, Hoogheemraadschap van Delfland etc.

The project will be carried out in cooperation with representatives of SME and SAE.

 

The following activities will be executed (a detailed capacity planning is enclosed):

 

Activity 1

Preparation, desk research and preparing of the first mission

  • Get in contact with representatives of SME and SAE(week 15 and 16);
  • Research and describing the different water management processes, how are they organised, what challenges, data are needed;
  • Research and describing the current cable and pipe environment, which cables and pipes, which owners, damages in the last years;
  • Global research to the availability of data;
  • Survey legislation of spatial data;
  • Working out the Project plan;
  • Get in contact with stakeholders and make appointments for the first mission.

 

The results of this activity will be appointments with stakeholders and a report which describes the analyses of the current situation in Slowakia. Also a detailed Project Plan will be delivered.

 

Activity 2

Mission 1, Exploring the field (week 18 or 19)

  • Elaborate the project plan and gathered insights together with the SME and SEA;
  • Research of current exchange of spatial data in Slovakia, responsibilities, legislation, which data exchange;
  • Making a SWOT analyses of the project together with the SME and SEA;
  • Interviews with the following stakeholders:
    • Slovak Water Management Enterprise;
    • Water Research Institute;
    • Slovak Hydro Meteorological Institute;
    • Ministry of Agriculture.
  • Working out the results and share these with stakeholders.

 

The results of this activity will be:

  • An updated project plan;
  • A mission report;
  • A list of main Slovakian public organisations/ project partners involved;
  • An updated report with the description of the current situation in Slovakia, extended with a SWOT analyses.

 

Activity 3

Incoming mission (week 21)

  • Organizing an interesting program for SME and SEA, connecting to this project;
  • Workshops with SME and SEA, further working out:
    • A shortlist of needed data for facilitating water management processes and underground infrastructure;
    • Research of the availability of this data (if, where, how);
    • Setting up a frame work or diagram of involved organizations related to the type of data;
    • Workshops, training sessions.

 

The results of this activity will be:

  • A mission report;
  • A list with needed data and indication of the availability of this data;
  • A diagram with the organization related to the type of data.

 

Activity 4

Preparing Mission 2 (week 24)

  • Making appointments with key players in the field of spatial data, water management and underground infrastructure;
  • Setting up an introduction document for key players with project approach and ideas and results;
  • Preparing the interviews.

 

Mission 2, check results, exploring costs and benefits (week 26)

  • Together with SME and SEA, interview key players in the field of water management, spatial data and underground infrastructure;
    • Checking results and current situation;
    • Inventorise the needed (additional) data, also creating commitment;
    • Discuss main principles of organizing the exchange of spatial data;
    • Discuss costs/benefits of exchanging GIS data.
    • Prepare draft business plan.
  • Elaborate results and share with stakeholders.

 

The results of this activity will be:

  • An introduction document for the organizations which will be interviewed;
  • A questionnaire;
  • A mission report;
  • An updated list with needed data and indication of the availability of this data;
  • An updated diagram with the organization related to the type of data;
  • A report with most important discussions of organizing the exchange of spatial data.

 

Activity 5

Preparing mission 3 (week 33)

  • Elaborate an initial business case, with SME and SEA;
  • Working out the organizing of spatial data:
    • Different approaches and possibilities;
    • Pro’s and contra’s;
    • Responsibilities;
    • Legislation;
    • Global process of implementation.
  • Make appointments with key players in the field of spatial data, water management and underground infrastructure.

 

Mission 3, discussing possibilities (week 35)

  • Workshops together with SME and SAE, with key players in water management, spatial data and underground infrastructure;
    • Checking the results;
    • Brown paper session with SWOT analysis of different possibilities;
    • Brainstorm for set up of strategic plan;
    • Working out the results and share these with stakeholders.

 

Draft final report (week 37)

  • Process of results and insights in a report;
  • Working out the strategic plan;
  • Check the results with key players;
  • Produce the final report.

 

The results of this activity will be:

  • An initial business case;
  • A initial proposal for organizing the spatial data in Slovakia;
  • A mission report;
  • An initial report with business case and strategic plan;
  • The final report with business case and strategic plan.
