Project purpose
To enable an effective knowledge exchange between the Russian and Dutch veterinary surveillance authorities in order to ensure safety of mutual deliveries of products.
Project results
- Five employees of state federal institutions, subordinate to Rosselkhoznadzor, have increased knowledge regarding the methods of detection of dioxins, polychlorinated biphenyls and hormones by means of gas chromatography using the mass spectrometric detector and high-effective fluid chromatography at RIKILT Institute;
- Five employees of the Netherlands Controlling Authority for Milk and Milk Products (COKZ) have increased knowledge on the technical requirements which the Customs Union poses on milk and milk products and have a better understanding of which measures can be taken by the Dutch inspectors and dairy companies in order to comply with the new requirements.

Project activities
1. Training in Netherlands
RIKILT will organize a training of 10 days for 5 employees of state federal institutions, subordinate to Rosselkhoznadzor, regarding the methods of detection of dioxins, polychlorinated biphenyls and hormones by means of gas chromatography using the mass spectrometric detector and high-effective fluid chromatography at RIKILT Institute.
The training will be provided by RIKILT (including translation). The Russian participants will cover their own travel and accommodation expenses.
2. Training in Russia
Rosselkhoznadzor will organize a training of five days for 5 employees of the Netherlands Controlling Authority for Milk and Milk Products (COKZ) regarding food safety for dairy according to Customs Union legislation. Issues to be addressed:
• requirements posed on the Controlling Authority for acceptance
by Rosselkhoznadzor;
• requirements posed on the establishments (preparation,
documentation, company processes);
• assessment of test results by Rosselkhoznadzor.
The outcome from the inspections in the Netherlands – performed by the Russian authorities in 2009 and 2010 – could be taken as a starting point for the training. Ideally the training combines theory and practice;
• Introduction on the Russian Federation / Customs Union
legislation in the field of food safety for dairy;
• Joint inspections;
• Evaluation and reflection.
The training will be provided by Rosselkhoznadzor (including translation). The Dutch participants will cover their own travel and accommodation expenses.
