Project purpose
The US EV policy makers involved are better equipped to:
- Plan for EV infrastructure that is optimal for the customer needs;
- Avoid implementation obstacles;
- Lower soft/process cost for EV charging;
Understand the societal benefits of an open model for EV charging.
Project results
High level knowledge co-operation (knowledge sharing) between the US and the Netherlands in the field of EV and EV charging (Federal, State and local level).
- 35 US experts (5 per organization) have gained considerable knowledge in the field of EV charging. This is done through 2 workshops per group;
- 35 US experts (5 per organization) get in-depth knowledge of the EVSE development market through a seminar with Dutch experts;
- Co-operation on EV charging: knowledge sharing between the Netherlands Ministry of Economic Affairs with 1 of the states that signed the 3.3 million EV government mandate (New York, Massachusetts, Rhode Island, Connecticut, Maryland, D.C.)
Desired result:
- States set out a Request for Proposal for EV charging with open model as requirement.

Project activities
The activities are divided in three different strands.

First strand: Activities to establish and strengthen relations with US EV counterparts. Activities to share general Dutch EVSE knowledge with US EV counterparts.
Description:
The first strand is creating trust with important government stakeholders in the US, to start with the following three states; (D.C., New York, Massachusetts). With these stakeholders sevens workshops will be held. In these workshops policy makers and stakeholders on the federal and state level will attend.
The first workshop is designed to identify the U.S. obstacles and share the basics of Electric Vehicle Supply Equipment implementation in the Netherlands.
These workshops will be organized in close cooperation between RVO and Energy Transition New York. RVO will be in the lead, Energy Transition New York will leverage its presence and existing network in the US, to achieve better (cost-effective) results.
Activities of the first strand:
- Establishing solid relations with the 7 different stakeholders/recipients;
- Workshop per stakeholder/recipient;
- Follow-up.
The second strand: Expert visit to share knowledge between American and Dutch EV policy officers.
Description:
The second strand focuses on Dutch EVSE experts going to the US for a week to actively share knowledge on a high level with US policy makers. These sessions will follow up on the already established knowledge base of the first strand.
To correctly prepare this group of experts they will have one or two group workshops in the Netherlands. With these workshops we aim to understand the problems in the US and come up with concrete steps that could be applicable to the US situation.
During this week it will be researched in what way, either formal or more informal, co-opreation / knowledge sharing in the field of EVSE implementation can take place between the Netherlands Ministry of Economic Affairs with 1 of the states that signed the 3.3 million EV government mandate (New York, Massachusetts, Rhode Island, Connecticut, Maryland, D.C.). An MoU will be a welcome result, but this is not a necessity.
The second strand will be organized by RVO, with assistance of EVConsult to prepare the workshops in the Netherlands and the United States. Energy Transition New York will share the results of the first strand to better prepare the experts for the US. RVO will organize the events in the US assisted by Energy Transition New York.
Activities of the second strand:
- Preparation of Dutch group of EVSE experts – 2 workshops;
- Week to US with NL EVSE experts to hold +/- 5-7 different seminars.
Third Strand: Follow-up on co-operation – sharing in depth knowledge
Description: In the third strand RVO and ETNY will follow up on the seminar week. There will be 7 workshops in which we continue to share specialized knowledge in the EVSE field with US EV counterparts.
These workshops will be organized in close cooperation between RVO and Energy Transition New York. RVO will be in the lead, Energy Transition New York will leverage its presence and existing network in the US, to achieve better (cost-effective) results.
